“Hey,” the policeman shouted as the skateboarder rolled up to his end of the alleyway, “you’re not supposed to be…” Before he could finish the sentence, the skateboarder was long gone to the other end of the alley.
As the skateboarder vanished out of sight, the policeman dapped the hankerchief on his forehead, this pretending-to-be-a-cop business is exhausting, he thought as he heard the familiar beep of a truck backing up. “Over here!”
As the group of men in biohazard suits unloaded the truck, the fake-policeman asked, “What in the world is going on here? Why are you in that?”

Fake cop possibly preying on passersby when people in Hazmat suits show up. I wish I knew what was going on.

I think he has something to do with the guys in the Hazmat suits, just didn’t know why it involved Hazmats.
