Tony fell silent. He couldn’t tell her foster mother about his sister, could he? About how she’s huddling for warmth in an abandoned warehouse? About how he’d gone daily to deliver food he’d get from the school cafeteria to keep her fed. Could he? He’d never told Rowena of his sibling, is it time he came clean?

Why wouldn’t he tell has social worker and foster Mom about his sister? She could be in the same foster home with him.

My suspicion told me the sister has a troubled past and she might had been the reason he ended up in foster care in the first place.
